Terms of Service

Effective October 16, 2026. ColoradoRecordsRequest.com (the "Service") is operated by BrightStar Investigations LLC ("we," "us").

1. What we are

We are a private company. We are not a government agency and are not affiliated with any agency. We are not a law firm and do not provide legal advice. You may file public records requests yourself at no charge from us.

2. Scope of service and fees

A Standard request ($150) covers one request to one agency for one record set. A Complex request ($300) covers body cam or dash cam video, 911 audio, large requests, or a contested request or appeal. Each flat fee includes: drafting the request, filing it, one follow-up, and delivering whatever the agency releases. Each additional agency or separate request is billed as another request ($150 Standard).

Not included: additional follow-ups, re-filing or new requests, legal analysis, reviewing, summarizing, or interpreting records, and phone consultations. Additional work is performed and billed separately only with your prior written approval.

3. Agency fees

Agencies may charge their own fees. We pass these through to you at cost, without markup. We won't pay any agency fee above the amount you pre-approved without asking you first. If you decline to pay an agency fee, the agency may not release the records, and our fee is still earned.

4. No guarantee

Agencies decide whether to release records, and they may deny, delay, or redact them. We do not guarantee any outcome, timeline, or the content of any records.

5. Refunds

You may cancel for a full refund before we file. Once a request is filed, our fee is non-refundable.

6. Permitted use

You agree that records will not be used for any purpose governed by the Fair Credit Reporting Act, including employment, tenant, credit, or insurance screening. You also agree that criminal justice records won't be used for direct solicitation of business for pecuniary gain (C.R.S. 24-72-305.5), or for harassment, stalking, or any unlawful purpose. We may decline any request.

7. Authorization

You authorize us to prepare, sign, and submit requests on your behalf and to communicate with agencies about them. You confirm the information you give us is accurate.

8. Limitation of liability

To the fullest extent permitted by law, our total liability is limited to the fees you paid us for the request at issue.

9. Governing law
